Glenn Krassen is partner in charge of the Bricker & Eckler Cleveland office. He is partner in charge of the firm's Shale, Oil and Gas practice group with over 30 years of broad oil and gas experience.

Mr. Krassen practices in the areas of energy, public utilities, complex energy finance, corporate, and real estate, in addition to oil and gas. He represents the Northeast Ohio Public Energy Council, the largest public retail energy aggregation in the country, comprised of 166 northern Ohio counties, cities and townships, as well as other large public and private energy aggregation groups. He has served as bond and special energy counsel for the issuance of $4 billion of municipal electricity and natural gas prepayment bonds nationwide in the past decade.

Glenn regularly represents public and private entities nationally on complex energy finance issues and electric and gas competitive procurement and contracting issues; represents renewable energy developers and end-users in solar, wind and biomass projects; and regularly appears in utility regulatory matters before the Public Utilities Commission of Ohio. He has served as outside general counsel and local Ohio counsel for oil and gas and other energy companies and represents them in acquisitions, dispositions, joint ventures, partnerships and other business transactions. He also represents municipalities, public agencies, public and private landowners, large landowner groups, and others on oil and gas leasing, municipal utility, electricity, gas, steam and chilled water, sewer and renewable energy issues.

Maria Armstrong is a partner and chair of the Bricker & Eckler Regulated Industries group, which includes a number of practices such as Government Relations; Insurance, & Financial Services; Energy & Public Utilities; Environment; and Green Strategies Groups. She represents private and governmental clients in all aspects of state and local government with an emphasis on public contracting, campaign finance, renewable energy, ethics and election law. Maria serves as legal counsel to corporations, ballot issue committees and trade associations in support of, or opposition to, statewide ballot initiatives and referenda. In addition, she assists numerous corporations and nonprofit entities with various aspects of corporate compliance with governmental regulations relative to public ethics, lobbying and campaign finance laws, and provides legal and service support to providers and contractors seeking to obtain, challenge, renew or modify state procurement contracts or grant agreements.

Maria also works with clients on various aspects of advanced energy and energy efficiency developments including power purchase agreements and leasing arrangements. She structures projects to take full advantage of various financing opportunities and models.

Maria has served in several public offices, including as Chief Legal Counsel to the Ohio Governor's Office; General Counsel to the Ohio Department of Administrative Services; Commissioner on the Environmental Review Appeals Commission; and Assistant City Attorney and Prosecutor in the Columbus City Attorney's Office.

Matt Warnock is a member of Bricker & Eckler’s Energy and Public Utilities group and co-chair of the firm’s Shale Task Force. As part of the Shale Task Force, Matt represents public and private landowners in matters relating to oil and gas leasing and shale development, advises landowner groups, and has experience as local counsel for oil and gas companies.

He regularly appears in utility regulatory matters before the Public Utilities Commission of Ohio (PUCO) involving electric, natural gas, and chilled water and heating services on behalf of manufacturers, hospitals, public schools, and the largest public retail energy governmental aggregator in the country. In addition, Matt represents applicants, including electric generation facilities, before the Ohio Power Siting Board in all phases of OPSB proceedings.

Rob James is an attorney in the Cleveland office of Bricker & Eckler where he concentrates his practice on environmental law, manufacturing, and litigation. Prior to joining the firm, he was employed by the Office of the Ohio Attorney General, where he was an assistant attorney general in the Environmental Enforcement Section, and an assistant solicitor general in the Major Appeals Group. His legal background also includes clerkships for Judge Lisa Sadler at the Tenth District Court of Appeals in Franklin County, as well as for the Franklin County Municipal Court.

While at the Office of the Ohio Attorney General, Rob obtained significant experience representing the State of Ohio and the Ohio Environmental Protection Agency before numerous state trial courts, the Environmental Review Appeals Commission, U.S. EPA, the Supreme Court of Ohio, and federal courts of appeals in civil enforcement, administrative, and regulatory matters. He has particular experience with the Clean Air Act and air pollution control permitting. Rob was formerly the lead counsel on behalf of the Ohio Environmental Protection Agency defending the air permit for the first coal-fired electric generating power plant issued in Ohio in the last fifteen years. Notably, while with the Attorney General, he obtained the largest settlement at that time in a state civil enforcement matter for violations of asbestos laws.
